Retired NOAA Corps Admiral Joins ECS to Consult on Environmental Research

FAIRFAX, Va. – December 17, 2018 – ECS, a leading provider of advanced technology, science, and engineering solutions, announced that Philip Kenul will join the company’s science and engineering division to consult on projects serving the National Oceanic and Atmospheric Administration (NOAA). A retired NOAA Corps rear admiral, Kenul held a variety of leadership roles during his 30 years with the federal agency. Kenul brings deep expertise in environmental research, aviation, and unmanned aircraft systems (UAS) to his new role at ECS.

A Navy-trained pilot, Kenul served as a NOAA hurricane hunter, uniquely trained to maneuver P-3 maritime surveillance aircraft into the eyewall of hurricanes. The goal: to collect meteorological data to improve the accuracy of predicting tropical storms. During his tenure, Kenul was named the first director of NOAA’s Homeland Security Office and later assumed command of NOAA’s Aircraft Operations Center.

At ECS, Kenul will support NOAA’s Office of Marine and Aviation Operations (OMAO), developing policies and procedures for the safe implementation of agency-independent unmanned aviation operations. His areas of responsibility will include research, strategic development, and project management. Kenul will continue to serve as chairman of ASTM International’s Committee F38 on Unmanned Aircraft Systems, a multinational initiative to develop standards to support the safe integration of UAS into the national airspace.
